US-Funded Military Biolabs in Ukraine

A Concerning Source of Biological Weapon Proliferation

General Lieutenant Igor Kirillov of the Russian Ministry of defense presented evidence of US military operations involving the proliferation of biological weapons last week in a press briefing. Strains of the avian influenza virus, specifically H5N8, have been discovered within a laboratory commissioned by the US Department of Defense (DoD) in Ukraine's Kherson Region, along with a substantial amount of accompanying documentation. The information in the documents can be easily cross-referenced with publicly available official sources, increasing the credibility of the claims laid out in the briefing.

Upon the loss of Ukrainian control in the region, remaining lab employees attempted to conceal evidence by cutting off power to refrigeration units and destroying the cryopreservoir with liquid nitrogen. However, the 48th Central Research Institute of the Russian Ministry of Defense was still able to detect traces of genetic material of highly pathogenic viruses such as avian influenza, Newcastle disease virus, and avuloviruses within the laboratory. The nature of this research unquestionably falls within the realm of gain-of-function studies, the stated goal of which is to gain a comprehensive understanding of how viral organisms evolve and disseminate in order to prevent pandemics, a process which often entails the deliberate introduction of specific genetic alterations or mutations to viral organisms.

The notion that research studies funded by the US government could be exploited for the creation of unprecedented deadly pathogens and used against civilians or enemy combatants has been a long-standing and legitimate concern. It is rare for any government to take action with purely humanitarian intentions. The recent discovery of H5N8 avian influenza virus strains within a facility commissioned by the DoD has added to existing concerns that the coronavirus pandemic could have been deliberately initiated. The theory isn’t so far-fetched. Setting aside the rather naive belief that a modern Western government might operate with some sort of ethical foundation, it is perfectly logical for a government to purposely create weaponized versions of viral strains in order to create harm to generate fear among it’s population, intimidating citizens into relinquishing their rights.

When the DoD creates a military biolab in Ukraine,  the facility is wired into a biosurveillance system entirely controlled by the US government. The above agreement mentions this specifically - the highlighted version is available on my website. Without US-assistance, the laboratory is rendered completely ineffective, placing the United States in total control of the lab’s operations. That said, the US Intelligence Community's February 2023 Global Threat Assessment points to concerning incompetencies in the current surveillance systems. The assessment points to both fragmentation within the systems and a lack of operational authority. In a world with ever less civility, it would seem to me that genuine authority is necessarily accompanied by a loud “boom.” Perhaps the military might of the United States is no longer what it was 75 years ago at the end of the Second World War. Even then, it would’ve had little chance of success without the support of the Red Army. A few months ago, journalist Alexander Mercouris insightfully pointed out that the Allies were led to victory in the Second World War by the grandfathers of the very men the West is now fighting.

An examination of the DoD’s financial records sheds further light on the matter. For example, a financial contract with San Fransisco’s Metabiota Incorporated reveals an award of over 23.9 million dollars in just one of their many contracts with the federal government. One specific payment of interest is listed as "Ukraine Research Projects" dated September 25th, 2014. An array of similar payments began to occur following the success of the US-financed coup in Ukraine earlier that same year.

Metabiota has an interesting investments history. One major investor in the company is the CIA-chartered venture capital firm, In-Q-Tel. Established in 1999 - the first of it’s kind - the stated goal of the firm is the promotion of research and development (R&D) efforts. Such efforts, however, often extend beyond the realm of ethical practices. The creation of dangerous new pathogens presents an obvious threat to global security, as evidenced by the COVID-19 pandemic. The Russian Ministry of Defense provided this infographic outlining the specific players responsible for the crisis While I have redacted the residential addresses of specific individuals in the copy available on my website for my own sake, it would be a violation of my conscience not to mention that I did this with considerable reluctance.
